When I try to get to task manager with ctrl+alt+delete my computer beeps. I can run task manager through Start>run>taskmgr.exe. I don't know what the problem could be Sad

Edit:
Platform: Windows XP SP2 (WinNT 5.01.2600)
MSIE: Internet Explorer v6.00 SP2 (6.00.2900.2180)
Maybe this could also help ^,^

You may have a virus/spyware hijack

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC
http://vil.mcafeesecurity.com/vil/averttools.asp

- update your virus scanner and run a full system scan of all files.

Reboot to Safe Mode and run CWShredder - to remove variants of the CoolWebSearch hijacker.

Use CWShredder, the removal tool:
http://www.trendmicro.com/cwshredder/

download AdAware SE Personal Edition from www.lavasoftusa.com, install, update, and run it to remove spyware, adware, and other such nasties from your system.

Go to Security and Viruses and read upon how to use Hijack This
Then post a new topic there, with the HijackThis log pasted in, giving it a very descriptive name and then wait for the cleaning boffins to analyse your situation.

From the HiJackThis log, it would appear that you are attempting to run not only Norton, but McAfee - this is guaranteed to cause problems!!.
I suggest that you decide on one or the other, and uninstall the one you don't want (Since you have paid for Norton, and McAfee probably came with AOL, I suggest getting rid of McAfee)
However - this would probably not account for the inability to run Taskmgr from C-A-D
I assume, from the limited available evidence, that this is XP Home Edition?? If so, then it's likely that this ability has been 'killed' by use of a Policy somewhere. - either in a past onfection by a virus, or in a misunderstood attempt to secure the PC somehow.
Have you perhaps been using TweakUI or TweakXP?? - if so, then check the options in there to see if one of them is responsible

Go here for details of how to fix your problem...
http://www.kellys-korner-xp.com/xp_t.htm (find the entry relating to Taskmgr)

Simple question: What if you rightclick on the taskbar, then choose Task Manager. Will that make it start?
