What are my most possible hardware juice deficiencies?

My System Specs:
-WinXP Pro
-Intel(R) Pentium(R) 4 CPU 3.20GHz 
-Video Card - NVIDIA GeForce 6600 GT
Main configs like sys restore is OFF, virtual mem is set to 0. etc.

Game problem:
-When i play it is normal at first, I notice during gameplay, when theres many units that move ex: 1000 units. the game lags wheni try to scroll map.
-I know its not the graphic settings because i lowered them to Lowest possibility but when i reach around 900 units, the map lags, (the game runs fine just when i scroll it lags.

Could it be the processor? or the Video card?

I'm not sure that b/c Video cards core clock frequency is 570MHz and mem clock frequency is 1.04 GHz

Have you tried upgrading the nVidia drivers for the card yet?

Go to this page to download the latest drivers for the graphics card. Just a word of warning. Before you install this new driver, uninstall the old driver completely. Reboot and then cancel the Windows detection of the graphics card.

When Windows has finished initialising, install the new driver. Reboot and try playing the game. Then report back about the performance. Has it changed? If yes, for better or for worse?
