Toshiba Satellite A75 206 (I don't know the motherboard or how to find it...)
P4 1.6 Ghz
Old ram is 512
Windows XP SP2

I bought a module of 1gb DDR PC2700 RAM, which is what is indicated for my machine.  When I installed it, the computer will not turn on.  tried it with plug in with and without battery,  plug out, but it will not start.  The power goes on for a second or two, but that's it.  Any help would be fantastic.

Have you tried restarting the system again with only the old RAM?
How about with only the new RAM chip?

Then try to find out if the CAS latency of the chips is identical.
You can do that by using and running CPU-Z from http://www.cpuid.com
There's a good guide on how to use the application on the site.

Then report back with your findings.
