Windows Desktop Display Issue

I hope I'm putting this in the correct forum. It's not necessary a problem, but more of an annoyance. A few months ago this really random, I'll call it a "task bar", started appearing on my desktop. ONLY on my desktop does this appear, not when I'm online; I can be completely logged out online and it still shows up so I do not think it is internet related. Ok, here goes:
It is a vertical bar, about 2" wide, going from top to bottom of my screen. It is white. It has three "headings": Folder Tasks, Other Places, Details, with drop down, expandable menus for each. Under Folder Tasks, the options Rename, Move, Copy, and Delete (this item) appear; under Other Places, the options My Documents, Shared Documents, and Network Places appears; and under Details, the details of whatever icon I happen to be mousing over at the time appear. It is useless and I want it gone from my desktop!!
I have tried the obvious: right clicking on both the taskbar itself (nothing comes up at all), and right clicking on the main part of my desktop and tweaking around the settings options there. Nada. Nothing. I've gone into Control Panel as well and Display Settings but again, no help there.
I am running MS Windows XP, Home Edition, Version 5.1.2600, Svc Pk 2 Build 2600. It's a Dell Dimension Desktop, blah blah blah and if I need to post a hijack log or other details let me know.
This is really making me nuts. I don't know how it got there and I don't use it or see any purpose other than messing up my fancy wallpaper! Oh and yes, I've run all the virus checks, etc.
Any help would be much appreciated!!!!!

Take a screenshot of this and post it back here
* Pressing Alt-PrintScreen places an image of the frontmost window on the clipboard. Pressing PrintScreen by itself places an image of the entire desktop on the clipboard.
* Open MS-Paint. (From Start/Run, issue the command "mspaint".) Create a new empty image, and use Edit/Paste to bring in the screenshot you just took.

Thanks for your response! Ok, I did what you said and saved a screenshot of my desktop to my desktop. Next dumb question: how do I get it on here so you can see it!!!!

When you click Reply, do you see the Additonal options in blue to the bottom left? Expand it and here you can attach the file

I did as you instructed and it seemed to work fine except when I went to post the screenshot file, it took forever, then I received a message "An error has occured. Your file is too large." I even edited the file to get rid of my icons and wallpaper so that only my weird little box is showing but it still won't accept it!!

When you naviagte to the Desktop folder is it listed in there? If so, try deleting from there

No, but here's something I've just discovered. When I go to "Start", "All Programs", "Accessories", then try to click on "Windows Explorer" I get no response. It looks like I've somehow set up a shortcut for the "Windows Explorer" feature. I tried right clicking on Windows Explorer and going to properties as it appears I need to tweak something in there, but I'm not sure what!

Was this one fixed by now? I can't download the image, so I can't check what it looks like.
And you did check your system for spyware?

I had actually forgotten I posted my problem so thanks for reminding me! I've gotten so used to having this stupid thing on my desktop and I've gone to so many tech websites to no avail! Yes, I've checked for spyware, viruses, etc. but my instincts tell me it has nothing to do with that. It's something I've accidently triggered somehow and I think it has to do with my settings somewhere. I've checked all the obvious. The thing is my computer runs fine; this is simply an annoyance and I'd like to get rid of it. Purely asthetic!

Right click on the Desktop and click Properties
Click the Desktop tab/Customize Desktop/Web tab
What is listed ?

Sorry it took so long for me to reply! Nothing is showing under Desktop/Properties nor under my Web tab. Like I said, I don't think it has anything to do w/my web settings. I guess I'm just stuck with it at this point but thanks for your help!
