Hosting problems in direct IP to IP game

I am having a problem hosting a direct IP game. I have no firewalls on. I am not using a router. I don't know of anyone else who is not able to host without some type of firewall. I may be overlooking something, but I cannot figure it out. Any suggestions would be greatly appreciated. Thanks
