Hi,

How old is your system? If it is not too old, it may support booting off cd. This would have to be changed in the BIOS setup which is accessed by hitting the <DEL> key (on most systems) right after the system is powered on. Look at the top or bottom of the screen right after turning the system on for an indication of which key to hit to enter setup. If the system is a name brand (e.g. Compaq...) let me know.
Once in the BIOS, check the option to specify which device to boot off first, set the first to be the cdrom, the second the floppy and the last the hard drive, save and exit.

If you don't have the cdrom option then you need to have a boot disk that loads DOS level cdrom drivers.
When you boot off the Windows Startup floppy disk, do you have a menu that appears with the option to load cdrom support? Use it and take note, near the end, what drive letter was assigned to the cdrom drive.

To run setup:
Type 'X:\win98\setup' <ENTER> (no quotes)

Where X is the cdrom drive letter assigned
