When I start Outlook 2003 I get prompted for my network name and password. My password is correct but I can not connect.

Have you tried using an alternative email client, to see if the settings are correct?

So to test it, download Thunderbird from http://www.firefox.com and install that client. Manually enter the username and password required, along with any settings you need to use. Then see if it works properly. If it does, then there's something wrong with your Outlook installation, if not, then something's wrong with your network log-on. Please report back with the results of this test.
