When installing ubuntu from the cd I downloaded, I got ubuntu to begin to load, and when I click the first option of install/ run cd or something i get the following error "Cant access tty;job control turned off." I have read everywhere about this error, but I have no idea how to fix it. Im running vista on my dell laptop. Any suggestions?

The problem is Vista, in this case. Try getting your hands on Knoppix and boot from the LiveCD, like I recommended in another thread.
