only recently have i been hanving problems with my internet, i have a 7mb/s cable connection through rogers cable. i test my download and upload speeds and they are on average 7mb/s down and .6mb/s up. No problems there, but while playing in game recently i have been having high latency, on average before it was around 60, and lately no less then 90-100. I have tried reinstalling my ethernet drivers, but no luck. It seems like i should be getting better rates for the speeds i can attain in a speed test. and i was up until lately. i have reset my modem many times and still no change.

Seems like the cable central you hook up to is under more strain than it used to be, or that would be my first guess. Try calling your ISP's helpline and see if they can confirm that idea. If they claim nothing out of the ordinary is happening, then try going to the Security and Viruses part of the forum and see if Pancake can help you dig out some unwanted malware. Should that make no difference, then we'll have to try other methods.
