It's another old thread but in case you're still interested in an answer...

Filtering is a broad term simply meaning 'to reduce' (of course). Internet Filtering is to restrict certain types of content to users based on what is 'considered appropriate'.

e.g. Some of our business clients filter Facebook so its not available to anyone except their Sales team.

Other places you'll find filters are in schools, libraries and even entire country wide filters in some places!

Internet filters are software tools that can help monitor web content viewed on a particular computer or network. In the case of family safety settings, Internet filters can also help parents manage who kids can communicate with or how long kids can use the computer.
