I tried changing plugs, making sure the right voltage was set, I tried changing video card, I tried removing the power button and clicking it without a button in between. The rocker switch is set to ON (1).

The motherboard has a green light shining from it, meaning it is receiving power. However, when I push the power button, the fan on the CPU moves around 30 degrees and then nothing happens. No light on the front to indicate the computer is in operation. Another thing to know is that the computer is a clone (ATX) and it was working for years (I'm guessing 3-4 years). Do let me know what the problem is at hand, be it the mobo or the psu.
