Cannot even start in Safe Mode!!!

PLEASE SUPPLY RELEVANT INFORMATION:
Operating System Version: Win ME
Problem Application Name & Version:
Problem Hardware Make & Model:
Error Messages: "Please wait while Setup updates your configuration files. This may take a few minutes..."
I have tried to reinstall CD writer software (Adaptec CD-Writer Plus) on my system. When I tried to reboot as directed my PC has got stuck with the following message "Please wait while Setup updates your configuration files. This may take a few minutes..."
While this message is displayed I can hear my HDD churning away and the HDD light is on. But it seems to continually go through a cycle but gets nowhere.
I tried to start up in safe mode but although I choose safe mode I still only get as far as above message. I have tried rebooting with a boot disk again no use. I tried "scanreg /restore" again no luck. Any suggestions would be accepted gratefully.
I am using Win ME which was updated from Win98 so I don't know how or if I can just reinstall all windows or just the upgrade

Hi,
Was this Adaptec software a very old version not supported on WinME?
Try booting using the 'Step by step confirmation" option in the start menu by hitting the <F8> right before Windows loads. What was the last thing loaded before you got this message?

Thanks for the advice but unfortunately I had to give in and get professional help to fix my PC for the first time in 10 years.
