Operating System Version: Windows 98

I am having a problem in that when I boot up my computer it loads into Windows but stops at just the wallpaper.  No icons, no taskbar, nothing.  When I boot it up in SafeMode everything appears, however, when I try to reload Windows 98 my computer will not read either of my CD Rom drives.  I'm stuck!  Any help would be appreciated.  Thanks.

Go up in Safe-Mode and set Windows in Diagnostics Startup Mode, reboot
If you can then get into Windows properly, then the problem is with something loading on startup. You will need to narrow down to which item is causing the hang up by using the Selective Startup option and one by one adding things in until problem returns.
