PLEASE NOTE THAT THIS IS SAME PROBLEM AS TOPIC 1770 MY ADDITIONAL PROBLEM IS THAT I CANNOT EVEN GO TO START->RUN BECAUSE THE MOMEMT I DP THAT THE BLUE SCREEN APPEARS.  THE SAME IS HAPPENING EVEN IN THE SAFE MODE.  HOW CAN I RUN SCANREGW.EXE IF I CANNOT OPEN THE RUN TEXT BOX?  
THE WINDOWS STARTS FINE AT LEAST IN THE SAFE MODE BUT THE MOMENT I TRY TO DO SOMETHING LIKE OPENING UP OF THE START->RUN TEXT BOX THE BLUE SCREEN APPEARS. CAN I RUN THE SCANREGW.EXE FROM COMMAND PROMPT? HOW TO GO TO THE COMMAND PROMPT IS ANOTHER QUESTION?

Hi,

Try Start > Programs > Accessories > MS-DOS Prompt then type 'scanregw' <ENTER> (no quotes)

I could boot the PC with a ME bootable floppy and run scanreg, there was indeed an error and now it has progressed beyond that point.
Now what is happening is when I boot with ethernet plugged in,  the blue screen appears again with a similar (slightly different error), when I press ALT-CTRL-DEL it shows that msgsrv.exe is not responding. When I EndTask msgsrv.exe the windows comes up. On the other hand when I run "without" ethernet plugged in, this error doesnt happen.
Can I run the Setup again from c:\windows\options\cabs\setup.exe and re-install the OS? Will I lose my existing files/installed programs, I suspect that some of the OS binaries are corrupt.
