The PC hangs each time any user tries to logoff, or shut down, only a reset gets the PC running again
Any Ideas

I agree with Sandy, you may have too many progs running
and one may not be fully shutting down
May even be a spyware or trojan issue...
You may want to start with this program that controls programs
from starting up

How long has this being happening ?
You say "Each time any user tries to log Off" I take it from this there is more than one person using the computer ?
Have you tried changing the way you Logon and Log off ?
Go into the Control Panel and double click the User Accounts icon.
Uncheck Use Fast User Switching and check Use the Welcome Screen
Click the Applly Options
