Does this only happen when you boot up or does it happen when you open a particular program?

Just to eliminate the possibility, you should run a virus scan at This Site.  I would also download, update and run Spybot Search & Destroy and allow it to fix any entries marked in Red.

Runtime errors are usually caused by one of your startup applications getting corrupted (If it isn't spyware a trojan or a virus).  To check on this, go to Start |Run and type in

Press Enter go to the Startup Tab, write down all checked entries.  Now remove all checkmarks & click OK. Reboot.

Is your error there? If not, go back to msconfig, put a checkmark in one of the boxes that was marked before. Click OK. Reboot. Does your error appear? Continue this, adding one application at a time until your error comes back.

If you are able to get the error to appear using this method, post back with the name of the entry that is causing the error.
