PLEASE SUPPLY RELEVANT INFORMATION:
Operating System Version:  Windowms ME
Problem Application Name & Version:  IE 6
Problem Hardware Make & Model:
Error Messages:

ever since this morning, I've been encountering popup windows which redirects to http://trafficex.org.  This new window comes up every 5 minutes or so, and often does not allow me to activate hyperlinks.

Also, there are other times when I try to hyperlink ... and the resulting window does not open up as a full-screen, but instead is a small window in the right hand corner of my monitor.

How do I fix these problems ?

You probably have HiJackThis spyware.
Download,Install and run Ad-Aware :
http://www.lavasoftusa.com/software/adaware/

Click on free for the free version.

Then download, install and run Spybot Search & Destroy
http://download.com.com/3000-2144-10122137.html?part=104443&subj=dlpage&tag=button

Ad-Aware and Spybot Search & Destroy work well together, so you won't get any conflicts.

When you have got rid of your "Spyware" then I suggest you get a Pop up Stopper. Google has a good one, which is also a Toolbar:
http://toolbar.google.com/

Good luck.
