Is there another way to format c without booting from Win XP cd?

Cause when I boot, cd does not detect the CD... Ever after going in my BIOS and changing all the boot devices to CD. The boot screen keeps saying to insert CD... but it's not reading it....

With the disc in, double click My Computer and Explore the drive and look for the Exe file.
