Error Messages: 'cannot create toolbar'

???Completely outa the blue i've lost my QUICK LAUNCH toolbar  and recieve the above message when I attempt to launch it. Relevent goings-on and hankypanky at time of failure include: Having problems with Norton Disk Doctor checking my drives on boot up (had to boot 4 or five times before it kicked in). And, when i had logged on, PGP was acting like it had never seen me before, and was asking me to configure it for the first time.Huh?
