I have recently refomated the hard disk of my Toshiba Portege 7140 laptop only to find that the Win '98SE bootdisk I created did not support/contain drivers for PCMCIA card external CD-ROM drive (Toshiba part no. 2793020-uk).
Now I can only boot up into MS-DOS mode using the bootdisk, how can I install (and where might I find) the revelvant driver to allow me to reinstall Win '98?.

uncle jingle:'re using a nice laptop like that with Window 98?
Just kidding, of course.

First off, you can check to see if you got a system CD or Distribution CD with your laptop. These almost always come with new Toshiba units. That CD should contain all the drivers for the operating system which your laptop came installed with.

If not, your best bet is to go to the support section of Toshiba's website and see if you can download the driver.  It will likely be there.

good luck
