petersohn:

This feature, usually known as Disk Quotas, is available in Windows 2000 Server, Advanced Server etc. I do not believe it is available in any of Microsoft's client OSes, such as XP. However, there are many third-party commercial and shareware tools out there you can install to enforce Disk Quotas.

Perhaps try doing a google for "Disk Quotas" and "software"

Hope this helps

BTW, in future, you should try to specify more precisely which OS you are using in your description i.e. XP Home or XP Pro.
