"TV Out" error preventing DVD Playback.

PLEASE SUPPLY RELEVANT INFORMATION:
Operating System Version: WinXP
Problem Application Name & Version: Any DVD playing program
Problem Hardware Make & Model: Not Sure
Error Messages: Consistanly about "TV Out" through numerous programs
Graphics Card: Geforce 3 ti200
OK, I've had this problem for a long time, and have tried to solve it before, but to no avail. I try to play DVDs in my computer, and most of the time I get an error about a TV Out error. Other programs have mentioned macrovision copy protection. I even took my ATI All-In-Wonder PCI card out fearing that it might be the problem. (it's a card that puts Cable TV in your computer)
So I took out that ATI card and nothing's changed. Is there a way I can activate or deacticvate this elusive TV Out port? I can't even find it any hardware profiles or anything. I'm not trying to pirate DVDs...I don't even know if I actually have a TV Out, or if it's just something in my comp that's configured funny...
So can someone hlep me find this pesky TV Out and get it set up right so I can play DVDs on my computer?
