When you wrote "recovery disk" did you mean CD or floppy?

If you are getting that error message while trying to reinstall Windows and your whole preload that came with the computer, chances are either:

You're trying to boot from CD, and your computer is not set to boot from CDs.

You've got a diskette in the floppy drive which has no operating system on it, and even though you've got the HP recovery Cd in the CD drive, the machine usually tries to boot an operating system from the floppy drive first, and it finds the diskette without an O.S. on it and complains.

Assuming you're supposed to boot straight from CD without a floppy, remove the floppy from the drive, and check your hardware settings to make sure the CD drive is the second boot device or the first. You can usually learn how to go into your hardware setup utility from the instruction manual, or from HP documentation on your exact model and version. Then try running your recovery CD again. It should work.

The only other likelihood is that the recovery CD is damaged. If the above two things do not help, that may be the unlikely 3rd possiblity.
Simply phone HP, tell them you believe it's faulty, and they will usually replace it for you free of charge.
