Don't know whether this is a hardware (modem) problem or a software/settings problem

My friend connects to the internet using a dial-up, he connects fine but then nothing will display and cannot connect to any peer to peer networks or anything. using the same phone line and cable but his laptop the internet works fine. I have checkedthe setting and both desktop and laptop seem to have the same settings for the internet. Tried disabling all firewalls etc on the desktop to test that and still the same problem. Any ideas what it could be?
