My 128 MB flash drive only formats to 124 MB.  Huh?

It seems that all of them are like that...Lips Sealed

Is this normal or is there a way to get around it (without compression)?

They are, as you point out, all like that. They need a small amount of space to administer themselves and have things like file tables and so on. Not counting the difference in the way drive manufacturers use the term 'megabyte' (as 1m bytes)and the rest of the computing world (1.024m bytes). So divide 128000000 by 1024000 = 125 and a Mb off for the FAT and bingo.
Or thereabouts.
