98 can format the drive for you. Set your bios to boot from the cd drive first. Then when you boot,with the disc in the drive it should start installing.

I know that Windows 98SE CDs can boot, but not all Windows 98 (first edition, to clarify) can. Yet if you want to start the installation from the harddrive, here's what you do:
Boot with the boot floppy.
Boot with CDROM drivers loaded.
On the DOS prompt, type:
md C:\Windows {enter}
md C:\Windows\Options {enter}
md C:\Windows\Options\Cabs {enter}
cd C:\Windows\Options\Cabs {enter}
D: (assuming that D: is your CDROM drive) {enter}
cd Windows {enter}
xcopy *.* /e C: {enter}
When the copying is done:
C: {enter}
(You will be in C:\windows\Options\Cabs now)
Setup {enter}

Windows will start installing.
