I recently had my computer's CPU fan replaced and a memory chip upgrade at a local computer shop.  Now I have random system crashes with all my software programs.  I have also noticed that during post the RAM is not always counted.  Can a CPU fan or memory chip cause your system to crash? Should I take it back to computer shop or is this issue caused by something different according to the above error code?

What are you talking memory chip upgrade? They added more memory to your system? And you also say Ram is not always counted.
Memory most definately can cause crashes. Take it back, tell them the problem.
I'm betting they have either given you the wrong type or have mixed types in the system.
