My cable speed is supposed to be 3000Kbps, but when I checked with a broadband meter, it's only 1223.4 Kbps, is this normal??

If your internet connection is rated at 3Mb (3072Mb)and you are getting a rating of 1223.4 then its definately not right. But before you go ISP bashing, lets look at some things. Firstly not all sites will allow you to download at speeds above 1Mb, I know this from experience. What sort of download speeds do you get when downloading from somewhere like Microsoft.com, in KiloBytes (it should be between 350KB/Sec and 380KB/Sec. Did you use a local (to you) speedtest? if not that may be your problem, as speedtests that are on a different continent often gives a reading that isnt accurate.
