PLEASE SUPPLY RELEVANT INFORMATION:
Operating System Version:windows X.P.pro
Problem Application Name & Version:
Problem Hardware Make & Model:
Error Messages:

 (1)Why wont my windows let me enter the "Help and Support"page.
      (2)How do I get my "All program" list to reduce its Physical
          size to its past state.

1) Check in your services if the HELPSVC service is running. If it isn't, rightclick on it and choose Start.

2) Tried resizing it by grabbing the borders with your mouse and moving them in/out?
