If you rightclick on any of the icons, go to properties, are the target links to the programs they point to still intact? Is this for all icons on the desktop, or just for some you made recently?
Is it still happening after a reboot?

They are the original icons. I have rebooted but it makes no difference. do you think reinstalling windows may help?

You made sure you are doubleclicking on them, that your mouse is stil doubleclicking when you, well, click twice? Have you tried to reset your icon cache? Simply delete the "ShellIconCache" file that is located in the c:\windows folder. Then reboot the PC and Windows will automatically rebuild the icon cache.
